FT-D - Existing Capacity Open Season

NGTL Empress and McNeill Border FT-D1 Open Season

NGTL is holding a binding Existing and Expansion Capacity Open Season for Firm Transportation – Delivery Group 1 Service (FT-D1) at the Empress and McNeill Borders (the “Open Season”). 

 

Combined Available Existing and Expansion Capacity and Service Commencement:

The combined available Existing and proposed Expansion Capacity (“Available Capacity”) through the Open Season is up to 1,365,000 GJ/d. The Available Capacity was determined based on the design capability at Empress and McNeill as set out in the NGTL 2017 Annual Plan (“Design Capability”).

The Available Capacity will come offered at the Empress and McNeill Borders in four tranches. The Service Commencement Date and respective capacity for each tranche are as follows;

Existing Capacity:        Up to 260,000 GJ/day. The service commencement date for this tranche is October 1, 2018.

Expansion Capacity:   Up to 120,000 GJ/day. The targeted service commencement date for this tranche is November 1, 2020.

Expansion Capacity:   Up to 480,000 GJ/day. The targeted service commencement date for this tranche is November 1, 2020, with continued service dependent on certain new Facilities being approved, constructed and placed into service by April 2021. Should these Facilities be delayed, continued provision of a portion or all of this service may be subject to capacity availability of the existing Facilities in place as of April 1, 2021.

Expansion Capacity:   Up to 505,000 GJ/day. The targeted service commencement date for this tranche is April 1, 2021.

Commencement of Service for Expansion Capacity will be based on determination of Expansion Facility readiness.

 

Bidding and Allocation Procedure for the Open Season:

The Open Season will commence on Tuesday, January 2, 2018 at 10:00 a.m. Mountain Time (MT).

Bids are due Wednesday, January 31, 2018 before 10:00 a.m. Mountain Time (MT).

As outlined in Appendix A to the NGTL Tariff, titled “Terms and Conditions Respecting Access to Transportation Service at Group 1 Delivery Points”, all parties wanting to bid for this available service can do so by completing the Existing Capacity/Expansion Capacity Open Season Bid Form (page 23 of Appendix A).

A completed and executed Existing Capacity/Expansion Capacity Open Season Bid Form should be sent by email to ab_ft_openseason@tcenergy.com prior to the deadline shown above. 

As outlined in Appendix A to the NGTL Tariff, in each Open Season, NGTL will evaluate bids solely based on the requested term length, independent of the requested Service Commencement Date. The minimum term for Existing Capacity Service is 1 year. The minimum term for Expansion Capacity Service is 8 years.

Prospective customers should submit bids that specify one of the three above listed Service Commencement Dates for the Available Capacity.  Prospective customers may submit more than one bid, however all bids are binding.  No bid shall exceed the stated Available Capacity associated with the requested Service Commencement Date.

In the event a prospective customer is not awarded all or a portion of its bid for Available Capacity in a specified tranche and, unless otherwise specified by the prospective customer in the form referenced below, NGTL will consider the prospective customer’s bid or portion of it as a bid for Available Capacity for the same term length and for the next available Service Commencement Date in the Open Season, provided the bid term length is equal to, or greater than, 8 years. A prospective customer requesting a Service Commencement Date prior to Nov 1, 2020 may elect to attach a completed and unedited letter in this form, indicating that all or a portion of its bid for Existing Capacity should not be considered for Available Capacity for later Service Commencement Dates in the Open Season. Otherwise, by submitting a bid, the prospective customer agrees to this bid allocation.  

Successful bidders will be required to meet the deposit requirements outlined in Appendix A to the NGTL Tariff.

 

Awarding Existing and Expansion Capacity:

The successful bidders in the Open Season will be required to execute a Firm Transportation Delivery (“FT-D1”) Schedule of Service for the awarded commencement date and term.  Successful bidders for Expansion Capacity will, in addition, be required to execute a Project Expenditure Authorization (“PEA”).

NGTL will provide Notice to successful bidders in accordance with Appendix A to the NGTL Tariff. Successful bidders for Existing Capacity will have 5 business days from the date they receive the Schedules of Service to return executed documents and to satisfy Financial Assurance requirements. Successful bidders for Expansion Capacity will have until February 23, 2018 to return executed documents and to satisfy Financial Assurance requirements. The amount of Financial Assurances that NGTL may request from the Customer is an amount payable to NGTL under the Schedule of Service of 70 days for Existing Capacity and 70 days plus one month for each year of term, up to 12 months total for Expansion Capacity.

All capitalized terms not defined herein have the meaning ascribed to them in the NGTL Tariff.
