Great Lakes Pipeline Canada Ltd. – Capacity Open Season

October 4, 2017 – October 17, 2017

On September 18, 2017, the National Energy Board (NEB) approved the Application for TransCanada Pipelines Limited (TransCanada) to sell the Dawn Extension facilities to Great Lakes Pipeline Canada Ltd. (GLC).  The transfer is expected to become effective November 1, 2017.  The NEB approval can be found here:  https://apps.neb-one.gc.ca/REGDOCS/File/Download/3328376

Pursuant to the NEB's approval, GLC expects the NEB to issue GLC an exemption order under s.58 of the NEB Act authorizing it to own and operate the Dawn Extension facilities, effective November 1, 2017.  The services offered in this Capacity Open Season ("COS") are subject to the issuance of the NEB's order.

As a Group 2 NEB-regulated company, GLC's Transportation Tariff, proposed to be effective November 1, 2017, will be filed with the NEB prior to operations pursuant to section 60(1)(a) of the NEB Act.  A copy of GLC's Transportation Tariff can be found here: Transportation Tariff, Great Lakes Pipeline Canada Ltd.

GLC is posting a COS for firm available capacity as follows:
St. Clair to Dawn capacity

GLC will be accepting bids for the following transportation services:  Firm Transportation Service (“FT”).

GLC will accept bids for service from the receipt points to the delivery points specified below. The deadline for submitting bids in this COS is 11:00 a.m. MST (Calgary time) Tuesday, October 17, 2017.

Service is offered in this GLC COS under the following Rate Schedule:
Firm Transportation (FT)

New Service Start Dates:
November 1, 2017

Bids for start dates other than November 1, 2017 will not be accepted during this COS.  Requests for start dates other than November 1, 2017 can be submitted to GLC following the awarding of capacity in this COS.

Contract Term:
The minimum contract term for FT service in this COS is a one-year period ending October 31, 2018.

  • Each contract will only have one primary receipt and one primary delivery point

Transportation Rates:
GLC will not accept any bids below its current rates for GLC’s transportation service during this COS.  The current reservation fee for FT service is $0.4519/GJ/month.  The current rates can be found in GLC's Transportation Tariff at the link provided above.

Bidding Process:
GLC will be holding this COS in accordance with Section 5.2.1(f) of the General Terms and Conditions of its Transportation Tariff, commencing at 2:00 p.m. MST Wednesday, October 4, 2017 and ending at 11:00 a.m. MST on Tuesday, October 17, 2017.  Successful bidders will be notified no later than 3:00 p.m. MST Wednesday, October 18, 2017.

Pursuant to GLC’s Transportation Tariff, all requests for service for the available capacity described above will be treated under this COS.

GLC reserves the right to reject contingent bids.  GLC reserves the right to reject non-conforming bids.  GLC reserves the right to reject any bid that is incomplete, contains modifications to the bid form(s), or conflicts with GLC’s Transportation Tariff.  This COS is subject to GLC’s Transportation Tariff and to all applicable laws, orders, rules and regulations of authorities having jurisdiction.  GLC reserves the right to award capacity for a quantity less than the bid quantity, if sufficient capacity is not available to award the entire bid.

Any shipper or potential shipper wishing to bid in this COS shall be subject to the creditworthiness requirements of Section 5.17 of the General Terms and Conditions of GLC's Transportation Tariff.

All bids are binding and irrevocable.  All bids received during the COS will be evaluated on a Highest Rate per MDQ basis.

If requests for service exceed available capacity offered in this COS, then the capacity shall be awarded pro rata to shippers with equal bids.  Shippers may specify an acceptable minimum prorated MDQ.
