NGTL Willow Valley Interconnect FT-D1 Open Season

NGTL is holding a binding Expansion Capacity Open Season (the “Open Season”) for Firm Transportation – Delivery Group 1 Service (FT-D1) at the Willow Valley Interconnect (“WVI”), a new proposed FT-D1 delivery point that would interconnect with Coastal GasLink Pipeline.
Expansion Capacity and Targeted Service Commencement:
There is no specified amount of Expansion Capacity available to the WVI delivery point. However, the metering capacity at WVI will be sized to accommodate awarded bids and may be limited in accordance with NGTL’s delivery meter station design methodology found within its Facilities Design Methodology Document.
Commencement of Service for Expansion Capacity will be based on determination of expansion facility readiness.
The targeted Ready for Service Date for the Expansion Capacity is April 1, 2024. Bidders may request a Service Commencement Date between April 1, 2024 and April 1, 2025. Prospective customers interested in a different Service Commencement Date should contact their marketing representative. Under the Project Expenditure Authorization (“PEA”), customers will have the right to defer their awarded Service Commencement Date by up to 12 months.
Bidding and Allocation Procedure for the Open Season:
The Open Season will commence on Monday, January 25, 2021 at 10:00 a.m. Mountain Time (MT).
Bids are due Friday, February 5, 2021 before 10:00 a.m. Mountain Time (MT).
As outlined in Appendix A to the NGTL Tariff, titled “Terms and Conditions Respecting Access to Transportation Service at Group 1 Delivery Points”, all parties wanting to bid for this available service can do so by completing the Existing Capacity / Expansion Capacity Open Season Bid Form (page 23 of Appendix A).
A completed and executed Existing Capacity / Expansion Capacity Open Season Bid Form should be sent by email to [email protected] prior to the deadline shown above. Bids submitted through other means or sent to other email addresses will not be accepted.
As outlined in Appendix A to the NGTL Tariff, NGTL will evaluate bids solely based on the requested term length. The minimum term for Expansion Capacity is 8 years, consisting of 5 years primary term with any additional term deemed to be in secondary term.
Prospective customers may submit more than one bid. All bids are binding.

Awarding Expansion Capacity:
The successful bidders in the Open Season will be required to execute a PEA, a Service Agreement (if required) and a Schedule of Service under Rate Schedule FT-D for the awarded Service Commencement Date, Delivery Contract Demand and term.
NGTL shall notify successful bidders in accordance with Appendix A. Successful bidders for Expansion Capacity will have until Friday, February 19, 2021 to return executed documents and to satisfy Financial Assurance requirements.
