FT-D - Expansion Capacity Open Season

NGTL Empress and McNeill Border FT-D1 Open Season

NGTL is holding a binding Expansion Capacity Open Season for Firm Transportation – Delivery Group 1 Service (FT-D1) at the Empress and McNeill Borders (the “Open Season”). 

 

Expansion Capacity and Service Commencement:

Estimated Expansion Capacity:                        300,000 GJ/d.  

Targeted Service Commencement Date:        November 1, 2021.

Notes:

  • In the event aggregate interest is greater than the estimated Expansion Capacity, NGTL will assess its ability to accommodate Service requests in excess of the estimated Expansion Capacity.
  • Service Commencement Date for Expansion Capacity will be based on determination of expansion facility readiness.

Bidding and Allocation Procedure for the Open Season:

The Open Season will commence on Thursday, March 1, 2018 at 10:00 a.m. Mountain Time (MT).

Bids are due Thursday, March 15, 2018 before 10:00 a.m. Mountain Time (MT).

As outlined in Appendix A to the NGTL Tariff, titled “Terms and Conditions Respecting Access to Transportation Service at Group 1 Delivery Points”, all parties wanting to bid for this available service can do so by completing the Existing Capacity/Expansion Capacity Open Season Bid Form (page 23 of Appendix A).

A completed and executed Existing Capacity/Expansion Capacity Open Season Bid Form should be sent by email to [email protected] prior to the deadline shown above. 

As outlined in Appendix A to the NGTL Tariff, in each Open Season, NGTL will evaluate bids solely based on the requested term length. The minimum term for Expansion Capacity Service is 8 years (5 year primary term, minimum 3 years secondary term).

Prospective customers should submit bids that specify the above listed Service Commencement Date for the Expansion Capacity.  Prospective customers may submit more than one bid, however all bids are binding.  

Successful bidders will be required to meet the deposit requirements outlined in Appendix A to the NGTL Tariff. Once the Open Season closes, NGTL will notify shippers of the status of their bids. Shippers will have until Monday, March 19th, 2018 to provide credit assurances for a $10,000 deposit, if required. 

 

Awarding Expansion Capacity:

The successful bidders in the Open Season will be required to execute a Project Expenditure Authorization (“PEA”) and a Firm Transportation Delivery (“FT-D1”) Schedule of Service for the awarded term.

NGTL will provide Notice to successful bidders in accordance with Appendix A to the NGTL Tariff. Successful bidders for Expansion Capacity will have until March 29th, 2018 to return executed documents and to satisfy Financial Assurance requirements. The amount of Financial Assurances that NGTL may request from the Customer is an amount payable to NGTL under the Schedule of Service of 70 days plus one month for each year of term, up to 12 months total for Expansion Capacity.

All capitalized terms not defined herein have the meaning ascribed to them in the NGTL Tariff.
